Reed Holwegner
Reed Holwegner is a public policy and legislative affairs professional with more than 25 years of experience serving state governments in South Dakota and Kansas. Throughout his career, he has provided nonpartisan research, fiscal analysis, and policy guidance to legislators on issues ranging from economic development and taxation to government operations and constitutional matters.
Most recently, Holwegner served as Director of the South Dakota Legislative Research Council, where he led the Legislature’s nonpartisan staff agency and advised legislative leadership on policy, fiscal, and administrative issues. He previously held senior research and fiscal analysis positions in both South Dakota and Kansas, earning a reputation for thoughtful analysis, innovation, and public service.
A longtime student of government and history, Holwegner has a particular interest in how public institutions evolve over time and how historical decisions shape communities today. His published work includes research on legislative procedure, state government, local government organization, and public policy.
Holwegner currently serves as an independent policy advisor and brings to the board extensive experience in governance, strategic planning, and public affairs.
